[Tile-serving] [osm2pgsql] Providing Windows binaries/packages (#17)

@alex85k  well I tested this two versions, both works excellent with single country file the problem is with the --bbox command both version has memory leakage (I used Red-Gate) on small files up to 2 GB it can works if you try to use the planet-latest.osm.pbf it crash in same cases it take windows with it.

I can try to debug it if you send me the latest code (if you have it on VS it will be best)
