[Tile-serving] [osm2pgsql] Providing Windows binaries/packages (#17)

@ohadmanor: I have prepared a full debug testing kit - pre-packaged libraries and cmake scripts
To use, just unpack it on D: drive and call build.bat in D:\osm2pgsql\osm2pgsql-cmake .
It will create a project osm2pgsql.sln and build it. Debugging in VS works but you'll need to include ``D:\osm2pgsql\libs\bin`` into PATH or copy all dlls to osm2pgsql.exe in Debug folder.

To use thi pack, only Visual Studio 2013, CMake and PostgreSQL 9.3 are needed.
