[Tile-serving] [osm2pgsql] Providing Windows binaries/packages (#17)

@alex85k  I tried to debug and play around with the versions and try to debug it.

1. the calling to ProtobufCBuffer case to memory linkage (I don't understand why).
2. the september version is much more stable (although the process take more time).

what is the different between the september and november?
