[Tile-serving] [osm2pgsql] Add support for site relations (#221)

One is OSM tagging, the other is a geometry type - they're not comparable at all. OSM mappers can't tag a geometry collection because it's not part of the OSM data model, it's part of the OCG/PostGIS model.
