I apologize, I am only now understanding you. I thought you were refering
to the osm relation type=collection that some (few) mappers do use. I agree
that a OCG geometry collection would be a much nicer way of supporting site
relations (even if it still is partial support, because of the lacking
technical possibility to store the roles) because it would give the style
developers more possibilities to use the data compared to reducing the site
to a simple node or polygon.
