I had a look at the osmChange-XML as linked from the changeset page you pointed out. You mean that the "**modify**" operation listed in the changeset XML logically and technically consists of both a deletion and insertion step, with the deletion step causing the #67? Because that issue only relates to deleting multipolygon relations as I understand it.

I don't see a mention of "inner ways" though. cquest suggests it to be related to outer ways only...
