[Tile-serving] [osm2pgsql] Invalid multipolygon or osm2pgsql issue? (#185)

The original version of the MP would have been an old-style, resulting in tags being moved to the MP's polygon from it's constituent ways, so the ways wouldn't of had polygons themselves. When the relation was changed it wouldn't of triggered reprocessing of the ways, so they never got polygons recreated.
