[Tile-serving] [osm2pgsql] Update parse-pbf.c for protobuf 1.0.X (#178)

Further looking at the protobuf 0.14 code, the NULL allocator is caught in all the relevant places correctly. So if there are no other objections, I'd like to merge this, as it is a blocker for a new Nominatim release.
