[Tile-serving] [osm2pgsql] Update parse-pbf.c for protobuf 1.0.X (#178)

Compiles on Ubuntu 12.04, 14.04 and FreeBSD. Tested in some detail on FreeBSD, as it's a necessary change and fixes #184
