I am trying hard to digest what you are saying here. I do understand the basic structure of multipolygons, and that many "older" multipolygons don't have tagging information on them, just their outer ways, although this is no longer recommended practice.
You are saying that osm2pgsql actually moves tags from outer ways to their corresponding multipolygon relation when building a rendering database, and that this in turn might explain the loss of some of the inner ways tagging information, resulting in no polygons being created? This is all entirely new information for me, so please confirm if I understand this right.
