[Tile-serving] [osm2pgsql] default.style columns without flags (#327)

bicycle, poi, religion, and way_area don't have any flags. This actually makes their behavior order-dependent, i.e. if you delete everything above bicycle or change it to phstore, the column goes away even if you don't touch bicycle.

This is confusing, both in behavior of osm2pgsql, and having that in default.style.
