[Tile-serving] [mod_tile] Drop internal copy of iniParser (#5)

I really would like to see this issue resolved, so I have made a rough attempt of replacing iniparser, by moving the config parsing code to c++ and using boost property tree (see https://github.com/cbaines/mod_tile/commit/aebbbab0e8e401dbb918383e23740f92a5003a9c).

It does not work yet, I have not even tested it yet, although it seems to compile. Before I spent any more time on it (its quite hard going as I have limited experience in c/c++), I wanted to get some opinions on the validity of this as a approch to resolving this issue?
