[Tile-serving] [osm2pgsql] Don't let invalid geometries into the database (#428)

I checked, and without this patch there are no invalid polygons created with the 150202 planet. (GEOS 3.4, latest master osm2pgsql). Given that this only changes the behavior in exceptionally rare cases, do you think it still needs a wider discussion?
