[Tile-serving] [osm2pgsql] Don't let invalid geometries into the database (#428)

This is a behavioral change that actually needs a wider discussion. There was a good reason to include invalid geometries until now: Mapnik can still render them, thus make sense of data that postgis can't anymore. With your change the data will not be rendered anymore at all. That's not necessarily bad but a significant change imho worth bringing on the mailing list.
