[Tile-serving] [osm2pgsql] Coordinate precision not sufficient at very high zoom levels? (#519)

As I know  most of the OSM tools ( [mapnik](https://github.com/mapnik/mapnik/search?utf8=%E2%9C%93&q=wkb&type=Code) , [osm2pgsql] (https://github.com/openstreetmap/osm2pgsql/search?utf8=%E2%9C%93&q=wkb) )  using [WKB binary format](https://en.wikipedia.org/wiki/Well-known_text#Well-known_binary)  based on  " double-precision floating-point format (double)" and ["This gives 15–17 significant decimal digits precision."] (https://en.wikipedia.org/wiki/Double-precision_floating-point_format)
