[Tile-serving] [osm2pgsql] Don't check the SRID of existing tables (#311)

[`Populate_Geometry_Columns`](http://postgis.net/docs/manual-2.1/Populate_Geometry_Columns.html) might be appropriate here. But we'd have to use the second form with relation_oid to avoid having it run on the entire database
