[Tile-serving] [osm2pgsql] Don't check the SRID of existing tables (#311)

@lonvia do you have a box or VM with PostGIS 1.5 you could test this on? I only have 2.0 or 2.1, so I'm just verifying that I didn't break anything, not that the added functionality works
