[Tile-serving] [osm2pgsql] Add an option to specify the target schema for import (#279)

I'm closing this, because there's enough issues that need to be fixed first to be able to do this right

* Add tests for existing schema behavior (#415)
* Fix behavior when using a database/user search_path which has osm2pgsql tables in it, but not in the first table in the list
** Clean up options parsing for database-related options (e.g. `--unlogged`) to be properly check `current_schema`

By the time the above is done, this PR will be hopelessly stale and quicker to rewrite.
