[Tile-serving] [osm2pgsql] Replace pthread and boost::thread with std::async (#498)

Reading through the article you provided, wouldn't an even better fix be to run `_configthreadlocale(_ENABLE_PER_THREAD_LOCALE)` when starting each worker thread on Windows? That should stop setlocale from interfering between threads.
