[Tile-serving] [osm2pgsql] Replace pthread and boost::thread with std::async (#498)

I tried to add  exactly this into https://github.com/lonvia/osm2pgsql/pull/3 . Maybe the place of insertion was not exact? Or there any more parallel WKT-related calls?
