[Tile-serving] [osm2pgsql] Add cmake build scripts and appveyor.yml (#460)

Single make check tests is done by 
```
ctest -VV -R test-output-pgsql-schema
or
ctest -VV -R test-output-*
```
(-VV is verbose)
Can try to put this into custom check target.

Thank you for review! Will re-push with updates. 
I think it is too early to remove autotools without public testing cmake for some time. Maybe we can keep them both for some period?
