[Tile-serving] [osm2pgsql] Add cmake build scripts and appveyor.yml (#460)

Let's add ``-Wall`` to cmake then and put ``#define _LARGEFILE_SOURCE`` in ``config.h``.
What about optimizations, debugging info and geos-fallback?
