[Tile-serving] [osm2pgsql] Add cmake build scripts and appveyor.yml (#460)

There are following changes in last push:
   - updated readme.md for RPM-based systems and build options
   - switched to RelWithDebugInfo configuration by default (optimizations + debug info)
   - added ``-Wall`` for all non-MSVC compilers. GCC, Intel and clang knows it, is there anything else C++11?
   - removed geos-fallback . No code changes are needed and using it as -system can potentially cause problems. Let us test all compilation problems here without asking people to check the build twice :)
