[Tile-serving] [osm2pgsql] Add cmake build scripts and appveyor.yml (#460)

Get rid of _snprintf completely (certainly need VS2015 to build c++11), used SSIZE_T from BaseTsd.h as @DerDakon adviced. Now trying to make 32bit windows build.
