[Tile-serving] [osm2pgsql] Add cmake build scripts and appveyor.yml (#460)

32bit Windows not only builds, but also passes the tests! (except out-of-hard-drive flat-nodes for now)
Will add it to Appveyor.yml configuration. 

By the way, there is even a cahnce we can run some tests on Appveyor automatically!
