[Tile-serving] [osm2pgsql] Add cmake build scripts and appveyor.yml (#460)

Using CMAKE_DL_LIBS is safe on all platforms, that library is simply empty e.g. on Windows. Linking to rt on platforms where it is present but when it is not needed by the program will not cause any errors, in most cases it would even be dropped by the linker if it is not necessary.
