[Tile-serving] [osm2pgsql] Add cmake build scripts and appveyor.yml (#460)

Here is the "make check". If ``BUILD_TESTS=ON``, all tests are built by ``make`` .
If ``BUILD_TESTS=OFF``,  then ``make`` builds only main executable, while ``make check`` builds and runs tests.

Passing parameters to custom targets seem to be impossible. Forcing ``make test`` build the tests is possible but tricky. @DerDakon ? :)
