[Tile-serving] [osm2pgsql] Add cmake build scripts and appveyor.yml (#460)

If I get it right your idea is "mkdir build && cd build && cmake .. && make test" and everything is built and tests are run. I don't know if that is possible, at least not in a portable way. I don't think it's worth the hassle anyway. If you want to run the tests build the software first.
