That will land you with a list of every tile some idiot scraper has
downloaded at some point in time. I would suggest that you use one of
the readily available "node density" scripts and calculate which areas
on the planet have a very high concentration of nodes, then generate
tiles for them. It is not *guaranteed* that denser tiles are looked at
more often, but there is a correlation. Plus, the dense tiles are also
those that take longer to render, so if you miss an interesting tile
because it has a low density, that's half bad because your server will
render it quickly.
