[Tile-serving] [openstreetmap/osm2pgsql] way tags not making it into multipolygon because relation has tags (#588)

The relation and two ways all have differing tagging - it's correct for the polygons from the relation to only have tags from the relation.

The two ways don't form polygons because they have no tags that would cause them to be added to the polygon table.
