[Tile-serving] [openstreetmap/osm2pgsql] way tags not making it into multipolygon because relation has tags (#588)

If the relation didn't exist, both ways would be added to the polygon table. The relation was added by someone to provide a helpful indication that they are related. The fact that the name 'Merton College' is not present in planet_osm_polygon is clearly incorrect!
