[Tile-serving] [openstreetmap/osm2pgsql] expire-tiles for only tag change (#617)

Hi,

I recently faced the same problem. 

I don't know why osm2pgsql behave that way in these cases, but found a temporary solution.

Instead of using Osmosis to produce diff files, I use [osmconvert](http://wiki.openstreetmap.org/wiki/Osmconvert). I have first to convert my osm files into o5m, with osmconvert too, and then produce a diff file with osmconvert.

Osm2pgsl now works as expected using resulting osc.
