[Tile-serving] [openstreetmap/osm2pgsql] expire-tiles for only tag change (#617)

@phiphou You mean Osmosis produced diff file is different from osmconvert

I'll brief my flow here 
- from geofabrik download osm pbf of my country and process  it with osm2pgsql and kosmtik
- export full map of my country from zoom level 5 to 12 
- then on daily basis download daily changes from geofabrik 
- process it with osm2pgsql and get the `--expire-tiles` list
- re-render (re export) expired tiles through my script/kosmetik

So you are saying If I download daily full country level data and calculate diff with osmcovert then this issue can be resolved?
