[Tile-serving] [openstreetmap/osm2pgsql] Use PostGIS to make sure geometries are valid (298f984)

@woodpeck libosmium ensures validity in 4326. Either you make sure it is gone there too, or make a fix here. Otherwise it's just "osm2pgsql loses geometries in non-4326 import".
