I'd be fine with not skipping when extra-attributes are requested. We are hopelessly slow anyway with user attributes enabled. @pnorman?

That said, osm2pgsql is overkill when you only want to count objects touched by users because it does a lot of expensive geometry computation that is not needed for a simple count.
