[Tile-serving] [openstreetmap/osm2pgsql] osm2pgsql JIT compatible? (#882)

OK, answering it myself: after upgrading to PostGIS 2.5.1, I have now successfully imported the Geofabrik Austria extract with "jit=on" in my "postgresql.conf". So no problems with JIT. 

I doubt also the upgrade to PostGIS 2.5.1 has anything to do with the success, and still think some other issue is to blame for the VM getting stuck, as the list of bug fixes doesn't really seem relevant.
