[Tile-serving] [openstreetmap/osm2pgsql] osm2pgsql --append command does nothing (#943)

I don't  understand what exactly you expect. Looking [at the history of the node](https://www.openstreetmap.org/node/1202464300/history), I would expect 'name:ca' and 'name:fr' to have been added not 'name' and 'natural'.

Note that 'name' and 'natural' will never show up in the `tags` column, because they have a column of their own. You have to look for the values via `SELECT name, natural FROM planet_osm_point ...`.
