[Tile-serving] [openstreetmap/osm2pgsql] osm2pgsql --append command does nothing (#943)

@lonvia last paragraph is the clear explanation what's was wrong with my expectations. I didn't point any attention to other `tag names` columns. Thank for your help, that was really a remissnes.
