[Tile-serving] [openstreetmap/osm2pgsql] Enable LuaJIT by default and document it (#911)

cc @sebastic for a packager's view on if this will cause any problems.

Multiple versions of Lua can be present on the same system, so the hard 5.1 requirement from LuaJIT shouldn't be an issue. LuaJIT is available on multiple architectures, but possibly not as many as osm2pgsql, so packagers might need to disable it on some.
