[Tile-serving] [openstreetmap/osm2pgsql] Enable LuaJIT by default and document it (#911)

Note that the luajit package in Debian is at 2.0.4 in stretch (current stable) and  2.1.0~beta3 in testing & unstable. While both provide the libluajit-5.1-dev binary package, it doesn't look like the best project to require. The osm2pgsql package currently builds with lua5.2, so using luajit instead is a form of regression.

[lua5.2](https://buildd.debian.org/status/package.php?p=lua5.2) builds on all architectures, [luajit](https://buildd.debian.org/status/package.php?p=luajit) only on a subset and not even all release architectures. From a packaging POV luajit doesn't look so good, especially compared to lua5.2.
