[Tile-serving] [openstreetmap/osm2pgsql] Enable LuaJIT by default and document it (#911)

I'm with @sebastic here and against making luajit the default. The development status of luajit is unclear at best. Dependency management will get worse and more complicated with time. I have no interest in sorting out the resulting issues.

Simply document how to compile with luajit and be done with that.
