Development for sure has slowed down somewhat but the original author is still around: https://repo.or.cz/luajit-2.0.git/shortlog

Right, that's pretty much in line with my comment here: https://github.com/openstreetmap/osm2pgsql/issues/801#issuecomment-460595028 -

Power users should find the necessary steps in the README file on how to compile a luajit-enabled version, others simply need to wait a bit longer when using a distro based osm2pgsql. Works for me.
