[Tile-serving] [openstreetmap/osm2pgsql] Process killed when allowing too much RAM/threads (#931)

It's using only one thread to write to the database. The pbf is processed multithreaded.

Please leave the issue open. It sounds like there is a memory leak when not using flatnode files. I need to see if I can reproduce that here. I've adapted the issue title accordingly to find it later.
