[Tile-serving] [openstreetmap/osm2pgsql] Add support for CockroachDB (#1260)

The trigger is only needed if you run an import using a non-standard projection. The additional validation is needed to make sure that the re-projected lat/lon values are still valid. The trigger not needed for the default projection EPSG:4326.

You could as well mention in your README, that you don't support the `-E|--proj num` command line parameter, and be done.
