[Tile-serving] [openstreetmap/osm2pgsql] Recreate osmosis --write-apidb using flex backend (#1174)

If you look back to the top of my first post, you've probably seen that I'm well aware that osm2pgsql wasn't designed for this task. The idea was to explore the interface provided by the Lua<>C API, and identify areas that are a bit cumbersome to work with, or where the documentation or the examples in flex-config would benefit from some additional explanations. I needed some example to work with, that has some non-trivial requirements.

In the case of get_bbox(), some additional documentation would be really helpful, and it's not clear what this function does. I might even contribute some code that only returns lat/lon for a node.

For the timestamp, I'm really not sure how I'm supposed to take an object.timestamp and write that back into a Postgres timestamp column. This is most likely a documentation issue only.

So after all, I'm not really asking for dozens of feature requests here.
