[Tile-serving] Benchmarking tile serving networks

Hi,
This will not be useful for tile serving time, but it might help for uptime: this simple flask app does choose a random tile (currently in Europe) and return an http 200 response if everything is correct.
There are some info about tile serving time in the json body, but I am not sure it will be useful (some tiles might be in cache).

On our servers, the wsgi is run by apache.
You can see it in action: http://canelle.champs-libres.be/is-alive/
It does the job using some service which make independant check from remote (uptime robot,...). We use it in production.
Merge requests welcome to improve the app.
