[Tile-serving] Benchmarking tile serving networks

I think we can use this tool and perhaps a few low cost cloud servers to 
put together at least part of what we're needing. The caching really 
isn't a problem for us since it's the health of our edge tile caches 
that we're most interested in. If the caches fail to reach back to the 
originating servers they are smart enough to send the SMS alert but that 
assumes the cache are up and able to email @tmobile .

I'll keep looking for something that can do the bench-marking we're 
looking for and will post it if I find something.
