[Tile-serving] [openstreetmap/mod_tile] gen_tile_test may hang (#224)

After testing and adding the fixes from https://github.com/openstreetmap/mod_tile/pull/129 I pushed quite a few times on different branches and had no issues so far with the CI. It might have fixed those problems.
