[Tile-serving] [openstreetmap/mod_tile] Add a Prometheus metrics endpoint (#222)

I'm trying this but unfortunately it seems all the metric names have been changed from my original version so it doesn't work with any our dashboards. Also I choose the names I used carefully to confirm to the prometheus best practices so I will need to check if that is still true for the new names.

Also I can't seem to get the old `/mod_tile` endpoint to work in the test build - it is as if it is not being recognised by mod_tile and apache is trying to treat it as a file though I don't see any reason for that in the code.
