[Tile-serving] [openstreetmap/mod_tile] Add a Prometheus metrics endpoint (#222)

Figured out the /mod_tile thing - it's the `renderd.conf` apache configuration in the new packages that was getting enabled and interfering because it has an alias for it. Disabling that fixes it, and some other issues.
